Massive & widespread testing with rapid turn-around time on results, contact tracing, no large gatherings, social distancing, wearing masks, avoiding indoors (especially if people aren't wearing masks indoors).

And with that, I would add major stimulus $$ for bars & restaurants to keep them afloat while achieving the above.

Yes, those are some inconvenient things, but they're not *that* hard if everyone works together to do them, and any expectation that we would just keep acting normally through a once-a-century, highly contagious, deadly pandemic is just not realistic. By doing those things, we could limit the spread enough to largely go about living the other parts of our lives and keep the rest of the economy going.
